Location invariant value formats in expressions

*Goal:*
As an author, I need to control the exact format of my data so that I can properly configure the rest of my analysis. Regional language and cultural settings are client dependent and therefore dates and decimal separators change depending on my client computer/browser configuration.

I need an option to have the dates and decimal separators NOT be dependent on local cultural settings, but be globally defined and static within Spotfire

For example, if I need to use a date column as an input to an expression or script I might need to ensure that the date is in the format MM/DD/YYYY and cannot change.

The forum post mentioned above was due to an expression expecting a period separator with an expression like: when [My Binned Column Name]="x _ 0.00"
But that was failing when a comma separator was used due to local client setting since the binned column was named "x _ 0,00"

There are many other examples where this type of control would be extremely valuable for authors.
